The Prime Minister’s office announced the address in Twitter. The announcement has aroused curiosity since it has come a day after he had asked chief ministers to share a broad strategy on how they would want to deal with the lockdown regime in their particular states by May 15.

Most people were expecting major announcements only after that date. Many view the sudden decision as an indication of some harsh measures the government may take in the light of spike in positive cases of Covid-19 and fatalities across the country.

The death toll due to Covid-19 rose to 2,293 and the number of cases climbed to 70,756 in the country as of 8 am on May 12.

The last time the prime minister had addressed the nation was on April 14 when he had announced the extension of the nationwide lockdown till 3 May. The announcement of the third phase of lockdown till 17 May was done by Union Ministry of Home Affairs.

The current phase of lockdown will end on May 17. Most chief ministers had sought authority to decide zoning of districts and flexibility to modify lockdown guidelines within their jurisdiction in the video conference held on May 11.

The Prime Minister had stressed the need to reduce the transmission rate of Covid-19 and to increase public activity gradually while adhering to all the guidelines. He had stated that the measures needed in the first phase of lockdown were not needed during the second phase and similarly the measures needed in the third phase are not needed in the fourth.

Modi said that India now had a good sense of the spread of the disease, and urged states to carefully examine specific geographical areas to come up with a road map for the next phase of lockdown (with inputs from agencies)
